Increase the establishment of key occupational disease surveillance sentinels enterprises to safeguard the health of workers

In the week from April 25th to May 1st, 2014, Tianjin actively participated in the National Occupational Disease Prevention Law Promotion Week. The theme of this year's campaign was “Prevention of Occupational Diseases and Occupational Health.” This event aimed to raise awareness among workers and employers about the importance of workplace safety and health. Tianjin has long prioritized the diagnosis, treatment, and rehabilitation of occupational disease patients. Under the Municipal Health Bureau, the Tianjin Occupational Disease Prevention and Treatment Center and the Tianjin Staff Hospital are the primary institutions responsible for these services. These facilities offer specialized care, including medical treatment, rehabilitation programs, and regular health check-ups for those affected by occupational hazards. Over the past decade, data from the Tianjin Occupational Hazard Information Monitoring Report revealed that pneumoconiosis remains the most common type of occupational disease, accounting for over 90% of all cases. The number of reported cases has been increasing at a rate of approximately 5% annually. Other concerns include occasional cases of occupational poisoning and an emerging trend of new or unexplained occupational health issues. To address these challenges, Tianjin plans to expand its occupational disease monitoring system by establishing 100 key sentinel companies and increasing the number of trained personnel to 30,000. This initiative aims to enhance early detection and control of major occupational diseases within the city. According to China’s Occupational Disease Prevention and Control Law, the classification and catalog of occupational diseases were updated in December 2013. The revised list includes 132 statutory occupational diseases across 10 categories, such as respiratory diseases, skin conditions, eye disorders, and chemical poisonings. These updates reflect a broader understanding of occupational health risks and improved protection for workers. In 2013, Tianjin reported 449 cases of occupational diseases, a 56-case increase from the previous year. Among these, 419 cases involved various types of pneumoconiosis, making up 93.3% of total reports. Chronic occupational poisoning was also a significant issue, particularly in small and medium-sized enterprises. The city has made efforts to improve occupational health conditions, with large and medium-sized companies seeing notable improvements. However, challenges remain, and ongoing efforts are needed to fully address the root causes of occupational diseases. Tianjin has established comprehensive systems for diagnosing and treating occupational diseases. The Tianjin Occupational Disease Prevention and Treatment Center is equipped with over 700 staff members and 28 clinical departments, specializing in conditions like pneumoconiosis and radiation sickness. The Tianjin Staff Hospital provides medical and rehabilitative care, including occupational injury recovery and physical examinations for affected workers. Additionally, the city’s Centers for Disease Control and Prevention have intensified their efforts to monitor and control occupational diseases. In 2013, they set up 80 surveillance points focused on key diseases such as pneumoconiosis, occupational cancer, and solvent poisoning, involving nearly 20,000 workers in active monitoring. To further promote awareness, the Tianjin Municipal Center for Disease Control and Prevention, along with other local agencies, organized public campaigns at the Tianjin Workers’ Hospital. These events featured educational materials, medical consultations, and rehabilitation counseling, offering valuable resources to workers. Participants expressed appreciation for the opportunity to learn more about occupational health and how to protect themselves from work-related illnesses. Many felt empowered to make healthier lifestyle choices and reduce their risk of developing occupational diseases.
