Increase the establishment of key occupational disease surveillance sentinels enterprises to safeguard the health of workers
From April 25th to May 1st, 2014, the Occupational Disease Prevention Law Propaganda Week took place, with this year's theme focusing on "Prevention of Occupational Diseases and Occupational Health." In Tianjin, the city has placed significant emphasis on the diagnosis, treatment, and rehabilitation of occupational patients. The Municipal Occupational Disease Prevention and Treatment Center, under the jurisdiction of the Tianjin Municipal Health Bureau, along with the Tianjin Staff Hospital, plays a central role in managing these cases.
Over the past decade, data from the Tianjin Municipal Occupational Disease Hazard Information Monitoring Report showed that pneumoconiosis accounted for the majority of reported occupational diseases, with an annual increase of approximately 5%. Cases of occupational poisoning also remain a concern, while new and unexplained occupational health issues continue to rise. To address these challenges, Tianjin aimed to expand its monitoring network by establishing 100 key sentinel companies in 2014, increasing the number of monitored workers to 30,000. This initiative was part of a broader strategy to implement active monitoring as a routine practice, ensuring better control over the spread of major occupational diseases.
Occupational diseases are defined as illnesses caused by exposure to harmful substances such as dust, radiation, or toxic chemicals during work activities. According to Chinese regulations, employees diagnosed with occupational diseases are entitled to labor protection and benefits under the Work-related Injury Insurance policy, especially when they suffer from disability or long-term health effects.
In December 2013, the National Health and Family Planning Commission, along with other government agencies, revised the Classification and Catalogue of Occupational Diseases, which now includes 132 types across 10 categories, such as respiratory diseases, skin conditions, and chemical poisoning. These updates were implemented to improve recognition and management of occupational health risks.
In 2013, Tianjin reported 449 cases of occupational diseases, marking a 56-case increase compared to 2012. Pneumoconiosis remained the most common type, accounting for 93.3% of all cases. Other notable cases included chronic occupational poisoning, occupational cancers, and various physical and biological hazards. Notably, many of these cases occurred in small and medium-sized enterprises, highlighting the need for stronger workplace safety measures.
To strengthen prevention efforts, Tianjin’s disease control centers conducted large-scale monitoring projects, including surveys of new occupational cases and surveillance of key diseases like pneumoconiosis and organic solvent poisoning. Over 20,000 workers were actively monitored in 2013, contributing to improved awareness and preventive actions.
The city also organized public campaigns to promote the Occupational Disease Prevention Law and raise worker awareness about their rights and responsibilities. Events at the Tianjin Workers’ Hospital featured educational sessions, medical consultations, and rehabilitation support, helping workers understand how to protect their health and avoid occupational risks.
Tianjin remains committed to improving occupational health through comprehensive policies, enhanced monitoring systems, and collaboration between government agencies and healthcare institutions. While progress has been made, the challenge of occupational disease prevention continues to require sustained effort and innovation.
