**Notice on the Collection of Key Technical and Scientific Projects for Major Accident Prevention and Control in 2014**
The General Office of the State Administration of Work Safety hereby issues this notice regarding the collection of key technical and scientific projects aimed at preventing and controlling major accidents in 2014. This initiative is part of a broader strategy to enhance safety production through technological innovation and collaboration across various sectors.
**Scope of Collection**
This call for proposals focuses on research aligned with the *2014 Safety Science and Technology Key Guide* (General Office of the State Administration of Work Safety, No. 71). The projects should address critical areas such as accident prevention, enhancement of safety supervision capabilities, and improvement of emergency response systems. Priority will be given to initiatives that demonstrate practical application and potential for significant impact on industrial safety.
**Submission Procedure**
The process involves four main steps:
1. **Unit Declaration**
Research institutions, universities, enterprises, and other eligible entities are encouraged to submit their proposals voluntarily. Applications should be submitted to the provincial-level safety supervision bureau or coal mine safety supervision bureau. Central enterprises, as well as research institutes under ministries and departments, should directly submit their applications to their respective science and technology management units.
2. **Preliminary Review and Recommendation**
Provincial safety supervision bureaus, coal mine safety supervision bureaus, and central enterprises will conduct an initial review of the submitted materials and make recommendations accordingly.
3. **Expert Evaluation**
The State Administration of Work Safety will organize a panel of experts to evaluate the recommended projects and publish the results publicly.
4. **Announcement of Results**
Selected projects will be officially announced through relevant media channels.
**Application Process**
Applications must be submitted both online and in paper format.
1. **Reporting Unit Procedures**
- **Registration**: Units must first register on the official website (http://...), following the instructions provided.
- **Online Submission**: After registration, applicants should complete the online form and upload the “Proposal for Key Technology Projects for Safe Production Major Accident Prevention and Control in 2014†as an attachment.
- **Print and Submit**: A printed version of the proposal must be sent to the recommending unit for review and stamping.
- **Accuracy and Consistency**: All information must be accurate and consistent between the online and paper submissions. Supporting documents, including certificates and licenses, must be properly sealed and submitted.
- **No Duplicate Submissions**: Each project may only be submitted once.
2. **Recommending Unit Procedures**
- **Online Review**: Recommending units must verify all submitted materials and ensure they meet the required standards.
- **Deadline**: All online submissions must be completed by 6:00 PM on August 15th. Paper copies of the “Project Proposal†and the “2014 Key Technology Project for Safe Production Major Accident Prevention†summary table (exported from the system) must be submitted by August 20th, along with a recommendation letter.
