[comprehensive] multiple measures and prevention of occupational diseases

The State Administration of Safety Supervision recently reported the special inspections on the "three simultaneous" work of occupational disease prevention facilities for construction projects in some provinces and central enterprises, and found that the "three simultaneous" system was not implemented, occupational disease prevention measures were not standardized, occupational health management was not in place, etc. Among the 261 problems, among which 32 of the 50 construction units that were inspected on site, 32% of the construction units did not carry out the “three simultaneous” work of occupational disease prevention facilities for construction projects. Since its promulgation in 2001, the Occupational Disease Prevention Law of the People's Republic of China has undergone two revisions in 2011 and 2016 to build an occupational health “firewall” for workers, highlighting the country’s high regard for the occupational health of workers. However, at present, the hazards of occupational diseases are still serious in China, and new challenges are raised in the prevention and treatment of occupational diseases. On the one hand, the main responsibility for the prevention and control of occupational disease prevention personnel is not fully implemented. It is manifested in the fact that employers’ awareness of the rule of law is not strong, they have insufficient investment in improving the working environment, providing protective equipment, organizing occupational health checks, and protecting occupational diseases such as migrant workers and labor dispatchers. There is no effective guarantee; on the other hand, occupational health supervision and occupational disease prevention service capacity is insufficient. In reality, "prevention of occupational diseases" has been interpreted by some enterprises as "subsidy fees." Employees receive subsidies and get funds, but they still work in a hazardous environment. This is tantamount to encouraging enterprises to take money to buy workers' health.

Without universal health, there is no overall well-to-do society. Strengthening the prevention and protection of occupational diseases and work-related injuries is related to the physical health and life safety of workers. It is also an inevitable requirement for improving people's livelihood security, balancing social interests, regulating social relations, and regulating social behavior. Strengthen the overall coordination, coordination of departments, clear responsibilities, improve the governance mechanism ... and take measures to effectively enhance the level of comprehensive prevention and treatment of occupational diseases.
