First, the initiative will start with the establishment of a model framework, aiming to create a comprehensive emergency environmental management organization. This means ensuring there are enough personnel to handle emergency tasks, adequate funding allocated to support these operations, and sufficient emergency equipment, including office spaces, vehicles, and tools to enhance readiness.

Strengthening the functions and responsibilities of emergency management is crucial to improve coordination during crises. Efforts are being made to develop a communication command and early warning platform, upgrading the 12369 environmental emergency command system to increase intelligence in emergency operations. Additionally, the development of expert teams and rescue forces is being prioritized, aiming to build a three-tiered system—city, region, and enterprise—to ensure efficient emergency responses.

Following the principle of rational reserves, professional management, and timely allocation, environmental risk units are required to establish proper material management systems. Regular inspections and updates will ensure that essential materials are always available for emergencies.
