"Inadequate monitoring of hidden facilities, such as underground pipelines, and insufficient supervision of remote areas within industrial sites pose serious risks that could lead to accidents in petroleum and petrochemical enterprises," said Li Jiamin, a member of the National People's Congress and general manager of PetroChina Lanzhou Petrochemical Company. In an interview, he emphasized the urgent need to establish a national-level geographic information system specifically for the oil and petrochemical industry. This system would enable real-time environmental monitoring, enhance security measures, and help prevent potential accidents. Li Jiamin pointed out that the current state of safety and environmental management across the industry is far from satisfactory. He highlighted several key issues: overlapping production zones, unclear boundaries between industrial and residential areas, ineffective monitoring of underground infrastructure, and the lack of oversight over numerous unregulated facilities. "These hidden dangers often result in frequent safety incidents," he said. To address these challenges, Li proposed leveraging modern geographic information systems (GIS), surveying techniques, and network technologies. The goal is to conduct comprehensive surveys of all internal and external facilities, including pipelines, land use, population distribution, buildings, roads, and municipal utilities in surrounding areas. By using video surveillance and sensor technology, companies can collect data on internal and external environments, creating a detailed geographic information database. "With GIS, real-time monitoring, visualization, and spatial analysis can provide early warnings about potential hazards both inside and outside the facility. This allows for timely intervention in cases of illegal construction or encroachment, and provides critical data to support emergency response decisions," Li explained. He also suggested gradually developing a coordinated management and protection mechanism, linking companies with local and national authorities. The ultimate aim is to build a nationwide geographic information system for the petroleum and petrochemical sector, enabling proactive prevention and efficient handling of security incidents.
